This paper describes the history of "Free Market of・by・for Wisdom" which has offered general and practical lectures in various fields to society for last 10 years and considers what kind of driving force and social demands have supported this platform. Based on the beginning discussion on its philosophy "Reeducation Program for Integrated Management of Chemical and Biological Risk" formed a network of people in the First term. In the Second term "Free Market of・by・for Wisdom" steadily developed with extending the concept of "risk" and flexibly involving lectures and participants from the more various fields. Moreover it is aiming for the completion of the voluntary system for the next term. This successive process is developing history of a platform fostering human resources for risk management with the support of individuals and the society.
